Paula is a member of the Turtle Mountain Band of Chippewa Indians, born in Belcourt, North Dakota. She attended and graduated from Turtle Mountain Community High School. She then attended Turtle Mountain Community College where she earned her A.S degree and graduated in May of 1985.

Paula has been working at the Turtle Mountain Community College since February of 2003. She resides in Dunseith with her husband, Steven and daughter, Stephanie. Her hobbies consist of spending time with her family and traveling to Grand Forks visiting with her daughter, Shenoa and granddaughter-Isabella.
